Yep. If Minmatar ships are supposed to be versatile, then 5+1/4/5 is much more versatile than uncomphehendable 5+2/3/5. One utility slot should remain tho. It wont be a minmatar ship without one. Plus, small remote repairers, salvagers or offline...
